Position Summary

The Family Resources Coordinator (FRC) will develop, implement and coordinate comprehensive, family-centered early support services for children birth to three and their families under the provision of the Individuals with Disabilities Education Act, IDEA-Part C, Early Intervention Section and following the guidance of Early Support for Infants and Toddlers (ESIT) and Whatcom Center for Early Learning (WCEL) guidelines.

Location: Primarily works from the Blue or Brick House as assigned, and remotely as necessary.

Duties and Responsibilities

  • Coordinate the process of initial referral to WCEL and evaluation for birth to three (3) early intervention services through Early Support for Infants and Toddlers (ESIT) through transition to school districts or other community services for children and families.
  • Develop Individualized Family Service Plans (IFSPs) in appropriate developmental skill areas for all program participants in partnership with parents/ caregivers and WCEL Primary Service Provider's as part of an interdisciplinary Primary Coaching team.
  • Manage multiple calendars to be able to coordinate with other staff and partners when needed.
  • Create and identify goals and functional outcomes for eligible children in partnership with parents and WCEL Primary Service Providers.
  • Include caregiver(s) in all aspects of program services.
  • Coordinate each family's services in natural environments through visits in family homes and other community settings.
  • Advocate for families through information sharing regarding rights and responsibilities, available community and county wide resources and referrals to other professionals and/or service providers as needed and requested.
  • Collaborate with medical providers, social service agencies, cultural navigator, childcare centers, etc., to support families' needs as applicable.
  • Participate in staff meetings and professional development opportunities.
  • Attend Whatcom Infants and Children's Council (WICC) quarterly meetings, panels or events, including WCEL family picnics, as scheduled.
  • Host interns and/or provide job shadowing opportunities, as applicable and in coordination with the supervisor.
  • Record and maintain all required data in the Early Support for Infants and Toddlers (ESIT) data management system according to regulations stated in WCEL contracts and best practices for early intervention programs.
  • Maintain hard copies of all family information, medical history, evaluation documentation, ongoing assessments and transition reports in each child's file at WCEL.
  • Support WCEL's outreach efforts as needed.
  • Other duties as needed.

Skills and Abilities

  • Ability to effectively support a caseload of multiple families while remaining punctual, response, organized, and paying close attention to detail.
  • Ability to effectively communicate with families, external community partners and coworkers. This includes the ability to resolve conflicts via written or verbal methods.
  • Ability to maintain accurate files and documentation, and meet deadlines as they have been set. This also includes the ability to communicate when deadlines need to be extended, or additional supports are needed.
  • Ability to effectively communicate in Spanish is preferred.
  • Demonstrated ability to collaborate with staff as a foundational team member.

Education and Knowledge

  • High school diploma or GED required.
  • FRC credentialing through ESIT/DCYF (can be completed after hiring).
  • Awareness of resources and services in the community and Whatcom County is preferred.
  • Experience with home visiting is preferred.
  • Experience with infants and toddlers with delays or disabilities is preferred.
  • Experience with supporting families who have infants and toddlers with delays or disabilities is preferred.
  • Prior experience in education, healthcare, childcare, or non-profits preferred.

FLSA Status Options

Non-Exempt: This position is eligible for overtime pay for any hours worked over 40 in a workweek in accordance with the Fair Labor Standards Act (FLSA) and Washington State regulations.
